The best way to replace (or add new) safety chain loops to your trailer frame is to simply have new ones like the Brophy # MB38 welded on. There's really not another good method for doing this that will ensure safe operation in the event of a breakaway situation.
You can then add some Quick Links like # C82932 (if you don't already have them) to the loops that will hook up to your safety chains.

While we have an option for you, there isn't a 5,200 lb axle we offer that measures both 86-1/2 inches hub face to hub face and 68-1/2 inches spring center to spring center. So what you can do is get an axle with an 86-1/2 inch hub face measurement and weld on new spring seats at the 68-1/2 inch measurement you need.

Yes, you can use a larger footpad like the Ultra-Fab Footplate for Landing Gear and Stabilizer Jacks # UF17-940006 you mention as long as your jack leg can accommodate the 1-1/4" width between the mounting ears. If the leg is too wide, the mounting ears may also fit inside the leg at 1-3/4" wide.

This converts your 5th wheel to a gooseneck ball connection so you will need a gooseneck ball in your 2019 Chevrolet Silverado 4500 rather than a 5th wheel hitch. As Grand Design and LaSalle Bristol cannot get you the parts you might check your local hardware store as they may have a very similar pattern vinyl that you would be able to use. You will most likely need to have a piece of your flooring to compare with their in stock or special order books to find the correct pattern.
